Industrial Orientation of Liaoning Coastal Area

地区产业定位包括了产业结构选择、产业空间布局等领域,是区域发展研究的核心命题。经济与人口向沿海地区集聚是人类发展的长期趋势,世界沿海地区形成了临港重化工业带、综合型工业带、高技术产业带等三类经济带。受全国建设用地和重要原材料紧缺的双重影响,沿海地区在方便利用国外原材料和面向国外市场、可利用土地资源丰富等优势条件的支撑下,形成了新一轮开发热潮,这也符合世界沿海经济发展的大趋势。辽宁省试图通过"五点一线"带动沿海地区进而全省乃至东北区的发展,其中沿海地区的产业定位决定着这一战略能否实现。认为该地区产业定位必须符合区域的主体功能定位,能够充分发挥沿海的对外交往、建设用地、产业基础以及腹地支撑的优势条件。该区的产业选择必须突出临港化、差异化、集群化,遵循高效、生态、现代化的基本理念,形成以高新技术产业为引领、临港型重化工业为主导、现代物流业、旅游业等服务业和现代农业等构成的产业体系。未来应强化大连市龙头带动作用,发挥营口市的突破效应,带动各地临港型工业发展,促使形成"中间带动,营口突破,两翼协同"的产业空间格局。

Economic globalization provides new development opportunities for coastal areas. Due to limited availability of both development land and important raw and processed materials, some inland industries have moved to coastal areas of China. This development process requires additional research. In the new phase of coastal development, Liaoning Province has adopted a strategy of ＂Five Points and One Axis＂ to quicken the pace of development in this area. The industrial structure of the area is the key factor of development, but is limited by several factors, such as interaction with the interior and improved utilization of regional resources. In the coastal area of Liaoning, industries should be selected in accordance with major regional functions, so that the development of Liaoning can help to revitalize Northeast China. Thus, coastal industries should follow such principles as port development, development of unique characteristics, industry clusters, and high efficiency and modernization. High-tech industries should be at the forefront, and heavy chemical industries are a dominant factor, while logistics, tourism industries and modern agriculture are also included. The area should strengthen the role of Dalian City and Yingkou City based on high levels of industry in Dalian and rapid development in Yingkou, and these two cities will lead the development process.
