强有感地震事件的社会影响及其应急对策

Social Influence of Strongly Felt Earthquake and Emergency Measures

通过对我国大陆地区近年来发生的几例强有感地震事件的分析,认为强有感地震事件对社会影响具有小震致灾、中震成灾、波及范围广等特征;强有感地震社会影响的产生与社会经济的重要地位、基础设施的安全程度、社会防灾减灾意识、公众的心理承受能力等因素有关。从而提出了处置强有感地震有针对性的快速响应、科学决策、信息沟通、自救互救、正确引导、强化宣传、做好善后等应急对策。

By analyzing several strongly felt earthquakes in the Chinese continent in recent years, it thought that strongly felt earthquake is of characteristics that small earthquakes cause certain destruction and medium ones cause disasters and have extensive influences. The social influence from strongly felt earthquakes is related to the factors such as the importance of social economy, the safety of infrastructures, social awareness of disaster preven- tion and reduction and public psychological endurance. So, emergency response strategy for coping with strongly felt earthquakes are proposed, such as quick response, scientific decision-making, information exchange, self and mutual aid, correct guidance, strengthening propaganda and judgmatical settlement after the event.
