Regional planning is the important tool of public service providing in metropolitan areas. Regional planning needs to be based on institutionalized political, legal and financial support. The more it is institutionalized, the more the public service providing is efficient. The Metropolitan Council of Twin - Cities area is a typical regime of efficient regional planning.
