加快煤层气产业发展的多层面思考

Considerations from Various Angles on Accelerating Growth of CBM Industry in China

我国煤层气开发利用工作正处于特殊而重要的历史发展阶段。本文针对全国煤层气产业发展现状和存在的突出问题,强调要力推矿权新政,坚持采煤采气一体化,妥善解决矿权交叉重叠问题;深化煤层气对外合作体制改革,加快对外合作试点;加强煤层气技术攻关;健全政策法规体系,全力推进煤层气产业发展提速,实现安全、环保、效益多方共赢。

The development and utilization of CBM in China is now in a special historical stage with great importance. In connection with the current status and outstanding problems in CBM industries, this paper points out the importance to promote new policies on mining rights, to insist on the integration of gas extraction with coal mining, and to solve properly the crossing and overlapping issues on mining rights between gas extraction and coal exploitation. It also emphasizes the need to deepen system reform and increase international cooperation. More efforts should be made to work out technical solutions for difficult CBM problems, and to improve political and legal system, in order to accelerate the growth of CBM industry, and finally achieve a win-win situation in aspects of work safety, environmental protection and economic benefits.
