摘要
针对目前我国电力市场化改革存在着不利于竞争的问题,结合网络约束、电源布局不合理等带来的非效率状况,提出了有效竞争的区域发电市场结构判定原则。根据断面输电能力将区域电力市场划分为若干个安全区,先对每个安全区在单一判定原则(指标)下进行评估,综合其他原则(指标)进行模糊综合评价,从而得出各安全区发电市场结构的合理程度。以东北区域电力市场数据为算例,验证了该方法的合理性,对存在的问题提出了解决措施和建议。
Currently the electricity market reform in China has the defect of being unfavorable to competition. To solve the problem, principles for judging the regional generation market structure of effective competition are proposed based on the non-efficiency of regional electricity market caused by network constraints and unreasonable power resource distribution. The regional electricity market was divided into several security sections by the power transmission capacity, and each security section was evaluated with single judgment principle (index) of effective competition first, then other principles (indices) were adopted to conduct fuzzy comprehensive assessment. Thus the rationality of the generation market structure in every security section can be obtained. The calculation example of the northeast regional electricity market proves the proposed method reasonable. Relevant countermeasures and suggestions are proposed.
