失地农民的社会保障问题是我国工业化和城市化进程中一个影响面非常广泛的社会问题,是需要重点关注和解决的民生问题,是涉及贯彻落实科学发展观、构建社会主义和谐社会的重要问题。当前失地农民面临的两大难题是社会就业的出路问题和养老保障的退路问题。根据政府关于失地农民的一系列政策,在实践中必须积极探索切实可行的途径和方法,要确保"以土地换保障"政策的落实到位;要确立失地农民就业优先的理念,逐步实现城乡统筹就业;要充分体现惠及全体农民的"低水平、有弹性、广覆盖"的农村基本养老保障制度的精神,实事求是地制定、完善和落实相关的配套政策。
