摘要
我国现行的公务员惩戒制度呈现出范围不断扩大的趋势,这不利于我国建立科学的公务员惩戒体系。从国外经验来看,在对公务员管理时应该以奖励为主,惩罚为辅。依据一事不再罚的原则,对公务员违反义务行为实行并罚应该是例外。
At present,our country's disciplinary system for civil servant has been showing a trend of increasing scope,which is not conducive to constructing a scientific civil disciplinary system for civil servant. Judging From the experience of foreign countries,in the administration of civil servants, reward should be mainly adopted with punishment as supplements. Based on the principle of punishment once on the same cases,it's an exception to punish the civil servant who violates his or her own obligations.
