小城镇建设的制度分析

The System Analysis on the Construction of Small Towns

发展小城镇是实现城乡统筹发展的内在要求。改革开放后,我国尽管在发展小城镇的理论和实践方面都作了积极的探索,但总体上由于制度供给不充分及安排上的不尽合理,目前仍然面临着较多问题。从制度分析的角度出发,本文认为制度创新对小城镇发展具有非常重要的作用,必须要用制度规范小城镇建设,使其在良性发展的过程中,逐渐消除城乡二元分化,最终实现城乡统筹发展。

The development of small towns is the inner demand to realize the urban and rural harmonious development. Although an active exploration performed in the theory and practice to develop small towns after reform and opening, there are still lots of problems because of the inadequacy from system supply and little bit unreasonable of the arrangement. The article considers that, system innovations play an important role in the development of small towns, the small town construction must be standardized by system, the dual differentiation between urban and rural areas gradually is eliminated during the benign development, finally balancing urban and rural development be achieved.
