新农村建设背景下的西部乡村治理结构探析

Rural Governance Structure of West China under New Countryside Construction

目前关于乡村治理结构的制度选择方案,基本不适合西部地区农村的现实。西部乡村治理结构改革应以乡镇机构改革为切入点,变精简机构为改革运行机制,将发展经济的职能从基层组织中剥离出来并上移到县和下移到农村经济合作组织,通过一定的制度安排,使村民自治达到行政化和自治化的统一,从而形成"县统筹、乡执行、村自治"的治理结构。

The options for rural governance structure presently are not very suitable for the rural conditions of West China. The breakthrough point, therefore, should be started from the reform of town and township administrative setups, reforming the operational mechanisms other than simplifying the administrative structure, taking the economic development function out of the primary organizations and giving it up to county governments and clown to rural economic cooperation organizations. By some systematic arrangement, the realization of unification of administration and autonomy will be obtained to form the governance structure of ＂county governments＇ overall planning, township governments＇ execution and village committees＇ autonomy＂.
