摘要
"太湖蓝藻事件"的实际案例结合公共经济学的基本原理和新制度经济学的产权分析,揭示了产权残缺不明、产权责任体系缺失是"公地悲剧"发生的主要原因,只有在有效的政府管理和完善的市场机制下界定明晰的产权,实行排污权可交易制度,才能够充分合理地使用和管理公共湖泊资源,防止此类负外部性事件的再度发生。
With the basic tenets of public economics and the property right analysis of new institutional economics, "Taihu Lake cyanobacteria incident" reveals that incomplete property rights and the lack of property responsibility system are mainly responsible for the "tragedy of the commons". Only by defining the property rights clearly and carrying out a system of tradable emission rights, in effective government management and the market mechanism improved, can we fully utilize and supervise public lakes rationally to prevent such negative external incidents from happening again.
