胡锦涛同志在十七大报告中指出:建设生态文明是实现全面建设小康社会奋斗目标的新要求。生态文明是迄今人类对文明模式的最新追求。建设生态文明,必须理清人类文明发展的不同阶段人与自然关系的历史演进过程,直面更加严峻的全球性"生态危机",思考其根源和总结经验教训。要建设生态文明,必须以重构人与自然的关系为切入点,从生态意识文明、生态法制文明和生态行为文明(包括个人行为与政府行为两个层面)等方面,探索生态文明建设的途径。

Hu Jintao said that ecological civilization construction is one of the new requirements for attaining the goal of building a properous society in all respects at the report to the Seventeenth Congress. Ecological civilization is the newest pursuit in the civilizational models by far. The historical process of the relation between human beings and nature has to he found out in order to build ecological civilization. In addition, we must face up with the increasingly worse global ecological crisis and sum up lessons and experiences from it,We human must regard the recon struction of the humans--nature＇s relation as the key point, and explore the ways to build the ecological civilization in these aspects：ecological ideas,laws and behaviours civilizations.
