论城市少数民族流动人口的权益保障

On the Protection of Rights and Interests of Urban Ethnic Floating Population

城市少数民族流动人口的合法权益被侵害表现在社会权益、劳动权益、受教育权益、经济权益、安全权益等方面,权益保障滞后的原因主要是法律法规缺失与效力低下、保障主体工作不力、保障意识缺失等,建议通过建立健全法律法规、强化多层面保障主体的保障功能、建立心理咨询中心与法律救助中心等措施来保障其合法权益。

The legitimate rights and interests of urban ethnic floating population could be violated and showed in the following aspects ： social rights and interests, labor rights and interests, education rights and interests, economic rights and interests, and safety rights and interests. The reasons are as follows ： the deficiency and inefficiency of the laws and regulations, the incapable work of the main safeguarding body, the absence of the protection consciousness and so on. Thus, it is proposed that we should take three main measures to protect the legitimate rights and interests of the ethnic floating population. The measures are to establish and improve the laws and regulations, to strengthen the safeguard function of various main safeguarding bodies, to establish psychological consultation center and legal assistance center.
