Essential Elements of City Development and Its Change Trend in Modern Times

城市发展的三要素分别为神圣、安全与繁荣。它们在城市发展的不同历史阶段具有不同的历史语义。其中最重要的是约束条件的变化。在现代社会,城市发展的安全要素容易得到满足,而城市发展中不容易跟上时代变化的因素除了由经济繁荣所决定的繁忙,更在于城市的神圣价值难以找到实际载体。认为大力发展规模收益递增的创意经济既有利于为城市经济发展注入新动力,也有助于形成一个新的制度性公共议题,构筑现代城市精神。从根本上说,发展创意经济与人的全面发展的目标并行不悖。

The three essential elements of city development, solemnity, safety and bustling, have different historical meanings in different periods of a city＇s development. In modern society, it is easy to satisfy the requirement of safety, whereas the other two elements as bustling and solemnity can be hardly embodied, which makes development of a city out of steps of times. The paper argues that to develop the innovational economy with large-scale increasing returns will not only be beneficial to the economic development of a city, but also help to form a new public system topic and to construct modern city spirit.
