摘要
面对城市用地不断扩大的压力,现有城市存量土地已无法满足工业化、城市化快速发展的需要。而受我国传统城乡二元社会结构的影响,土地制度呈现出城市土地国有、农村土地集体所有的二元结构,城乡之间的土地不能自由流动。横亘在城乡土地之间的是土地二元结构和土地二元管理制度这两道闸门,它们不仅阻断了城乡间土地要素的顺利流动(一方面农村土地大量闲置和低效利用;另一方面用地需求无法得到满足),也使得土地生产要素的经济价值无法实现,。因此,本文拟从这两个角度对农村集体建设用地流转问题进行分析,试图从中找出解决目前土地利用困境的良策。
Along with the constant enlargement of urban land,current urban stock land has been unable to satisfy the requirement of fast development of industrialization and urbanization.Land system presented the dualistic structure of state-owned urban land and collective ownership of rural land because it was affected by traditional urban and rural dual social structure in China,the land transference between city and countryside is not free.The obstacle between urban and rural land were the dual structure of land and land dualistic administration system,they not only has blocked smooth transference of the land between city and countryside(on the one hand,the countryside has many vacancy lands and the efficiency of land utilization is low;the other hand,land demand cannot be well satisfied),but also the economic value of soil production factor is unable to realize,therefore,conversion of rural collective construction land was analyzed from above two aspects in order to find out good strategy for solving the dilemmaof land use at present.
