摘要
《农村土地使用权流转管理办法》对农村土地使用权流转的有关问题,诸如流转的条件、流转的收益分配、流转的程序等问题均作出了相应的规定。但在土地承包经营过程中,土地的撂荒、闲置已经成为新时期土地使用和开发的突出问题。
＂The Methods for Circulation Management of Rural Land Use Rights＂ gives relevant stipulations for some problems of circulation of rural land use rights,such as the condition of circulation,income distribution of circulation,procedure of circulation and so on.However,in the management of contracted land,the abandonment and leave unused of land have became outstanding problems of the exploration and use of land in new period.
