George C. Marshall made great progress in mediation of Chinese civil war in the early mediation days. Marshall returned to Washington and persuaded the Export-lmport Bank to provide 500 million dollars loan to Nationalist Government in order to maintain the existing achievements in the mediation. But, on the eve of going into effect, something happened to the Chinese civil war and the mediation, destroyed the condition of American aid, U. S. government froze the 500 million dollars loan to have the initiative.
