移动政务关键成功因素研究

Research on the Critical Successful Factors of Mobile Government

随着移动通信技术的日益成熟,提供基于移动通信平台的移动政务服务成为提高政府服务与管理水平的有效途径,移动政务系统的关键成功因素成为各国政府关注的关键问题。本文总结了移动政务的整体框架,提出了移动政务系统的四大关键成功因素:成熟的通讯技术应用水平、合适的移动政务应用服务、市民的信任和参与、系统的双向互动能力。并通过对广州市成功的移动政务案例对这四个关键成功因素进行了一定程度的分析。

With the increasing maturity of mobile communication technique, the offer of mobile administrative service based on mobile communication platform becomes an efficient method to improve the government service and management level. The key factor contributing to success becomes a critical problem and arouses the concern of various governments. On the basis of the entire framework of mobile administration, the thesis proposes four key factors indispensable to success： the application level of mature communication technique, the proper service of the application of mobile administration, the trust and participation of citizens and the two-way interactivity of system. In addition, with the successful case of mobile administration in Guangzhou, this paper makes an analysis of the four key factors.
