Countermeasures for sustainable utilization of water and land resources

介绍了水土资源的涵义,剖析我国水土资源存在的问题:总量丰富,但人均水平低;地区分布不均;利用不合理。认为,要实现水土资源可持续利用,应该开源节流并重,保证水土资源高效利用;合理配置水土资源,促进人与自然和谐相处;科学利用水土资源,实现水土资源可持续利用;健全和完善制度体系,保障水土资源的战略位置。

The definition of water and land resources was introduced.The existing problems in water and land resources in China were discussed: large total quantity but low quantity per capita,non-uniform distribution, and irrational utilization.Some countermeasures to realize the sustainable utilization of water and land resources were put forward: to raise revenue and to reduce expenditure so as to ensure the efficient utilization of water and land resources,to rationally allocate water and land resources to improve the harmony between man and nature,to scientifically utilize water and land resources to achieve sustainable utilization,and to improve the system to ensure strategic position of water and land resources.
