优势产业循环经济构建--以新疆阜康市为例

Structuring recycle economy of advantageous industries:a case study of Fukang City,Xinjiang

循环经济是一种理想的经济发展模式。当前,在我国经济社会发展面临资源和环境瓶颈约束的情况下,研究区域优势产业的循环经济构建具有重要意义。基于运用区位商法对阜康市产业竞争力进行分析评价,根据比较优势、市场导向、产业关联及可持续发展等原则,结合阜康市实际,分析得出玉米制种、无公害瓜果菜、牛羊养殖业、煤炭生产加工、煤化工、有色金属冶炼、石油天然气后续精细加工业及旅游业为优势产业,并就这八大优势产业的发展进行了可行性分析,提出循环经济构建思路。

Recycle economy is an ideal economic development mode. Currently, China＇ s economic and social development is facing bottle neck of resources and environment, therefore it is of great importance to research the recycle economy structuring of regional advantageous industries focuses on analyzing the competitive industries of Fukang City, By means of location quotients technique, this paper Xinjiang based on principles of comparative advantages, market-orientation, industrial connection and sustainable development. It comes to a conclusion that the advantageous industries of Fukang City fall to maize seed production, no-pollution fruits and vegetables, flocks and herds breeding, coal production, coal chemical industry, non-ferrous metal smelting, subsequent deep processing of oil and gas, and tourism. Based on further feasibility analysis of the eight advantageous industries development in Fukang City, a proposal on recycle economy structuring is advanced, that is, to extend the industrial chain of maize seed production and establish ecological chain recycle; to structure industrial chain of non-pollution fruits and vegetables, drive recycle economy, build green ecological tourist zones, and explore new space for tourism development; to give full play to leading enterprises, and promote pre-and post-flocks and herds breeding industry development; to construct the industrial chain of coal electricity and coal chemical industry to realize sustainable development of coal industry; to construct non-ferrous metal smelting industrial chain of nickel, copper and aluminum, based on the concept of recycle economy, and build optimized industrial structuring system, and strengthen industrial competitiveness ; to establish industrial chain of subsequent deep processing of oil and gas to achieve recycle economy; to expand development space for tourism to promote the speedy development of primary, secondary and tertiary industries.
