Effective Approaches to Deepen the Reform of the Administrative Approval

行政审批作为一种行政管理制度,是行政机关管理经济事务和社会事务的一种事先控制手段,是行政职权与资源配置结合的重要体现,在经济和社会发展中尤其在一些稀缺资源的配置方面发挥着至关重要的作用,然而由于传统计划经济体制的影响,行政审批不规范现象诱发了大量的行政腐败。本文主要从现行行政审批存在的问题以及行政审批改革的难点和解决途径等方面进行阐述。

The administrative approval is one kind of administrative management systems. It can offer a prior control for the executive in management of economic affairs and social affairs. It also indicates the combination of executive authority and social resources . It plays an important role in the economic and social development, especially in the allocation of scarce resources. However, because of the traditional-planned economy system, the lacking of standardization in administrative examination and approval brought a lot of administrative corruption. This paper mainly indicates the problem in administrative approval and the solutions to the reform of the administrative approval.
