综合配套改革的本质是探索科学发展、和谐发展的体制和机制,基本要求是坚持改革的全面性、系统性和综合性特点;以实现公平和效率的统一为改革的综合评价标准。综合配套改革的内容是在政府体制、社会管理体制、建立法制社会、金融体制改革、建立创新型社会的体制和机制、建立循环经济、改变城乡二元结构等方面进行系统设计,重点突破。综合配套改革要处理好多元利益主体之间的利益平衡、动力机制问题以及综合配套改革与政府自身改革、与转变经济发展方式等之间的关系。

The essence of synthetic reform is to explore conditions and mechanism of scientific progress and harmonious development.It basically requires to hold an all-round,systematic and synthetic reform in order to make the realization of justice and efficiency be the evaluation criteria of reform.The article analyzes on target localization and content design of synthetic reform comprehensively.It makes proposals that the reform must be designed from aspects of government system,social management system,establishment of legal system,reform of monetary system,etc.Furthermore,synthetic reform must achieve balance between multiple interests,deal with its own relation with government reform and transformation of economical developing ways as well as mechanism of stimulation.
