朝核去功能化与核计划申报问题

根据2007年2月13日六方会谈达成的去功能化方案,朝鲜同意启动去核化进程,对宁边核设施进行"去功能化"和对其所有核计划进行申报。但是,到了申报期限规定的2007年12月31日,朝鲜仍然没有进行核申报。虽然2008年5月8日,朝鲜向美国提交了核申报计划,但是朝核问题的前景和进程仍然有很多不可测因素。本文探讨朝鲜去功能化和申报问题的内容和实质,分析朝核问题主要当事国美国与朝鲜的政策、态度和疑虑,试图推测朝核问题未来发展趋势走向。朝核去功能化和核申报问题将是新一阶段六方会谈的关键问题,也是对六方会谈各国政策和政治解决朝核问题决心的重要考验。

According to the Denuclearization Action Plan adopted in 2007,North Korea agreed to start the denuclearization process,shut down and denuclearize the Yongon nuclear facility and declare all of its nuclear programs.However,North Korea missed the deadline of December 31,2007 to completely and accurately declare its nuclear programs.This paper explores the essence of North Korea denuclearization and nuclear program declaration issues,analyzes the policies,attitudes and concerns associated with the United States and North Korea,and attempts to chart a developmental trend for the issues discussed.The denuclearization and the nuclear program declaration issue will definitely be key battlegrounds in the new round of the Six-Party Talks and will test policies and political resolves of its participants.
