摘要
针对军用软件研制体制改革,提出军用软件打破传统的研制体制,加入软件外包行列的新战略。论述军用软件外包的可能性和必要性,剖析军用软件外包的关键成功因素,并展望军用软件外包成功的重要意义。
In view of the military software development organizational reformation, the new strategy that the military software breaks free from traditional development system and joins the software outsourcing ranks is proposed. The possibility and the necessity of military software outsourcing are elaborated, and the key success factors of it are analyzed, then the important meaning of the military software outsourcing is forecasted.
