在中国石油和化工勘察设计协会硫酸和磷肥设计专业委员会成立之际,指出协会是经民政部核准登记的社会团体独立法人,专业委员会是协会的二级机构,由协会承担法律责任,协会专业委员会开展的活动具有社会合法性。原化工部组建的各专业设计技术中心站或中心在社会上已具有一定知名度,认为在一个相当长的时期宜采用中心站或中心和协会专业委员会并存的运行机制,实行一套班子两块牌子,为中心站或中心最终过渡到协会专业委员会打下基础。协会专业委员会和中心站或中心要坚持科学发展观,认真贯彻协会提出的"全方位、宽领域、多层次"的服务方针,团结和依靠技术委员会的委员、专家,抓住机遇、开拓创新,坚持服务宗旨,提高服务水平,开创新局面。

During the founding of the Special Committee for Sulphuric Acid and Phosphate Fertilizer Design of China Petroleum & Chemical Engineering Survey and Design Association,it is pointed out that the association is an independent legal person of social organization approved and registered by the Ministry of Civil Affairs,and the special committee is a secondary organization of the association,with the legal responsibility undertaken by the association.Activities carried out by the special committee of the association have social legality.The special design technology center stations or centers established by the former Ministry of Chemical Industry already have certain popularity in the society,it is considered that in a considerably long period,it is advisable to run the center stations or centers in parallel with the special committee of the association in a form with one leadership and two boards,so as to lay the foundation for the final transition from the center station or center to the special committee of the association.The special committee and the center station or center are requested to adhere to the concept of scientific development,and seriously implement the service policy defined by the association for 'full scale,wide area and multiple levels' by uniting and relying on the commissioners and experts of the technical committee,take the opportunities for expansion and innovation,adhere to the service tenet,improve the service level,and create a new future.
