摘要
控制性详细规划是我国现行城市规划体系中具有法定效力的规划编制层次之一,是对城市土地开发和各项建设活动进行规划调控的关键环节.本文以北京市为例对控规公众参与的三个平台(法律平台、技术平台和参与方式的平台)进行了详细阐述,通过这些平台可以全面理解和把握控规中公众参与.
In our present urban planning system the detailed plan for control is one of legal potency plan establishment levels. It is the key link and carries on the plan regulation to the city land development and each construction. Taking Beijing as the example the detailed discussion about three platforms of the gauge public participation （legal platform, technology platform and participation way platform） is carried out in the paper. Through these platforms the public participation in the gauge can be understanded comprehensively.
