冷战结束后,环境问题上升为国家安全问题并被纳入美国国家安全战略。在克林顿政府时期,环境政策在国内和对外两方面都获得了极大的支持和发展。小布什就任总统后,美国的环境政策发生很大变化。总体看来,环境安全的观念为冷战后的美国政府所接受,但是环境政策的制订和实践程度受诸多因素的影响,其环境政策始终服务于传统的国家安全考量。

The environmental issues became an American national security concern after the end of cold war. Although environment policy achieved great development during the Clinton＇s administration both on domestic and diplomatic aspects, environment policy had changed greatly at the Bush＇s administration term. Anyway, the notion of environmental security was accepted by the American administration, but the stipulation for environmental policy and the extent of fulfillment were influenced by many factors. The American environmental policy always serves for traditional national security.
