摘要
通过对停车需求管理措施中停车收费费率政策重要性的分析,指出统一的停车收费标准对于城市的不适用性。一个合理的收费费率应该根据其对静态和动态交通综合优化程度来确定,而停车行为特征的隐含因素正说明了动、静态交通之间的一种关系,因此具体区域的停车收费费率如果基于其停车行为特征来进行调整更具有合理性。以上海市闸北区的停车研究为例,对基于停车行为分析的停车定价策略进行了研究并取得了相应的成果。
By analyzing the parking pricing rate policy in parking demand management strategy, this paper points out the inapplicable phenomenon that parking fees completely depends on a unified standard. A reasonable price should be optimized depending on both the static and dynamic traffic, as factors implied in parking behaviors just illustrate the relationship between the static and dynamic traffic. So if the parking fees can be adjusted based on the characteristics of the parking behaviors, the result would be more reasonable. This paper uses the parking study of Zhabei District in Shanghai as the case and has done research on parking pricing strategy based on parking behaviors and has obtained corresponding results.
