基于港口产业集群的物流园区发展阶段探讨

Development Stages of Port Logistics Parks Based on Port Industrial Cluster

从阐述产业集群理论出发,分析港口产业集群的形成机理,探讨港口产业集群与港口物流园区的关系,在此基础上,研究港口物流园区发展阶段,以期对我国港口物流园区的发展起到指导作用。指出:外部经济规模、港口业务专门化、地区禀赋、集聚经济及非市场因素等构成的竞争优势在港口产业集群的形成的过程中扮演着重要的角色;港口物流园区的发展将基于港口产业集群形成机理,逐步推进,可分为以港建区——港口物流起步、以区促港——港口物流快速发展、三区联动——港口产业集群成熟三个阶段,这三个阶段中港口物流园区的功能有所侧重。论文相应地给出了案例。

Based on industrial cluster theory, the mechanism of forming port industrial cluster is analyzed and the relationship between port industrial cluster and port logistics parks is researched. On those basis, development stages of port logistics parks are also studied, which might guide the development of port logistics parks in China. It is indicated that competition superiority constructed with outer economic scale, port business specialization, natural endowment of region, gathered economy and non market factors etc. play important roles in process of forming port industrial cluster; the development of port logistics parks will be promoted gradually, based on port industrial cluster forming mechanism. Some examples of case study are given.
