This paper states the difference of technician equipment between the construction organization and the development organization, introduces the counterclaim consciousness in the course of carrying out of the construction organization. The causes of proucing counterclaim were analyzed. Some effective methods in the prevent engineering counterclaim of the construction organization were researched. The advantages in the prevent engineering counterclaim of the construction organization were summarized.
