Financial Support for Agriculture on the Income of the Farmers

从财政支农结构看,农业科技三项,支农支出与农民纯收入之间存在明显正方向的同期效应与长期稳定效应;而农业基本建设支出与农民纯收入之间具有负方向的同期效应与长期效应。财政支农在结构上不够合理,表现为农业科技三项费用占财政支农支出比重很低,而其他支出的比重相对较高,从而影响财政支农收入效应。

From the decomposition structure of financial support for agriculture, there are positive direction of the currently and long-term stable relationships between the Three-Agricultural-Science-Technology and the net income of farmers, and between the expenditure supporting agriculture and the net income of farmers. But it has a negative direction of currently and long-term stable relationship between the expenditure of the basic agriculture construction and the net income of farmers. Thereby, the unreasona- ble structure of financial support for agriculture, that is the expenditure of Three-Agricultural-Science-Technology accounting for a very small portion of financial expenditure for agriculture support, where as other expenditures accounting for relatively larger portion, is an important reason for income effect of financial support for agriculture.
