New Petroleum Law of Peru

Peru has a long history of petroleum production, having issued several petroleum laws between 1922 and 1952. Since 1990, the government began creating a modern, efficient operating system for the petroleum industry in order to attract foreign investors and stimulate the economy. A new petroleum law was issued in 1993. This paper describes the historical development of Peru's new petroleum law, the e-conomic and political background of the legislation, and the main points of the law. It also discusses exploration and production contracts, including the license model, service contract model, procedures for contract approval, contract areas, work program, and legal guarantees granted by the state.
