我国的空间规划体系及其对开展规划环评的启示

China's spatial planning system and its implications to Strategic Environmental Assessment

规划体系的紊乱,是造成国土开发混乱的重要原因,客观上也不利于规划环评的开展.该文重点分析了我国空间规划体系的形成、在现行规划体系中的地位和目前存在的问题,并对各类空间规划进行了归纳和梳理,结合国家最新提出的主体功能区规划设想,认为未来的空间规划可分为五个层次.在对空间规划和规划环评关系分析的基础上,提出了将来规划环评重点关注的问题和领域.

The confusion of the planning system will result in the chaos in land use and regional exploitation, and also has negative impact on the implementation of SEA in China. The history of the spatial planning system and its status in the current planning system has been analyzed. The future spatial plans can be divided into five levels according to the classification of various plans and the main function zone plan which was brought forward by the State Council. Based on the analysis of relationship between spatial plan and the SEA, several issues and aspects such as the main function zone plan, trans-province plan and environmental sensitive regions should be paid more attention.
