From the View of Freedom, Amartya Sen describes us a new concept of development. According to the new concept of development, Amartya Sen defines freedom as the feasibility competence of enjoying the life that people should cherish. He insists on taking freedom as development, and believes that Freedom is not only the primary objective of development but also a main method of development. It has both constructive functions and instrumental functions to development. Amartya Sen＇ theory has important reference value for us to understand society construction. On the one hand society construction can satisfy the demand of people＇ s existence and development, on the other hand it can promote economic development.
