社会主义新农村建设过程中,对于乡镇政权建构,必须结合国情、民情和历史传统,采取全新的治理模式——"乡镇政府+村民委员会",即把乡镇政府和村民委员会合二为一,成为由各级县政府指导下的基层联合自治组织,这既是政府体制改革的突破——乡镇政府成为自治组织,又使农民群体有了自己的代言人——基层联合自治组织,实现中国政府体制上的双重优化,即政府职能由管制型向服务型的转变和基层自治组织健康的发展、成熟和完善。

During the construction of the new socialistic countryside, we should take new governing mode to build township government accord with concrete situations. The combination of township government and villager committee is one choice. That is to say, township government and villager committee are united and integrated as an self-governed organization, which is the breakthrough of the reform of government system. The new organization optimizes Chinese government system from the following two aspects, i.e.The transformation of government function from control - oriented mode to service - oriented one and the healthy development.
