Establishment of Legal Regulations with Student-based Notion——On Construction of Punishment-centered Regulations for College Students

在高校规章制度中,以惩罚性为内容的学生管理制度占有相当大比例。随中国法治进程的加快,大学生对高校规章制度的质疑越来越多。根据此类规章制度的性质,查找制度建设存在的问题,提出以生为本,合法建章,加强高校学生惩罚性规章制度建设的构想。

Most of regulations in higher education are punishment-centered. With the rapid development of legal governance in China, college students increasingly question the regulations in higher education. This paper deals with the character of these regulations, and aims to find problems. It also offers a proposal of establishing legal regulations with student-based notion to advance the construction of punishment-centered regulations for college students.
