摘要
2008年国务院机构改革撤并了原有的人事部与劳动和社会保障部,新成立了人力资源和社会保障部,彰显了整体性、平等性、多样性的人力资源新观念。在人力资源新视野下,应当对教育的培养目标进行及时反思和调整,定位重心应由培养各层次人才调整为培养各类型人力资源。职业教育作为一种"面向人人"的平民教育,更要顺应这一时代潮流,适应经济社会发展和各类社会成员自身全面发展的需要,低重心、高质量地培养人,厉行体制创新,致力于为社会培养出不同层次的知识—技能型、技能—知识型、技能型人力资源,并且积极承担各种职业培训任务,为建设人力资源强国做出全面的积极贡献。
The original Ministry of Personnel and Ministry of Labor and Social Security are Merged into the Ministry of Human Resource and Social Security in the reform of State Council Organs in 2008, which illustrate the new integrated, equal and multiple idea. In the new vision of human resource, the cultivating objective should be readjusted to various types of human resource from the original various levels of talents. As a sort of mass education, vocational education should cultivate the students in high quality from the low start point and enforce the system innovation, turn out various levels of human resource and take on various tasks in vocational training so as to commit itself to contribute to construct the great power abundant in human resource.
