摘要
20世纪80年代中期之后,跨国公司R&D国际化趋势日渐明显,其基本特征主要表现在国外R&D型分支机构数量不断扩张、国外R&D支出的规模和比重不断上升、国外R&D活动的地区更加分散、国外R&D型分支机构专利成果迅速增多、国外R&D投资向高技术产业转移和R&D战略联盟迅速发展等方面。在跨国公司R&D国际化趋势下,我国应采取积极的应对策略:加大R&D投资力度,营造良好的引进R&D的投资环境;提高我国利用跨国公司R&D投资的技术外溢效应的能力;提高我国抵御技术安全风险的能力;鼓励我国企业"走出去",参与R&D国际化。
the mid - 1980s witnessed the increasing trend of TNCs＇ R＆D activities internationalized. The basic features are mainly manifested as follows ： the continual expansion of the amount of the R＆D branches abroad, the increasing scale and ratio of the R＆D expenditures, the dispersion of R＆D activities in location, the increasing multitude of R＆D branches＇ patents, the shift of R＆D investment to hi - tech industry and the rapid development of the R＆D strategic alliance. The strategy that we should undertake under this trend of TNCs＇ R＆D internationalization includes： expanding the investment in R＆D, creating favorable investment environment to draw in the R＆D activities, enhancing the ability to make use of the spill - over effects that the R＆D activities bring about, enhancing the ability of defending the risks of technology security and encouraging our firms to implement ＂going out＂ strategy by participating international R＆D activities.
