摘要
西方管理学中"新公共管理运动"极大地提高了政府管理效率[1],这一"运动"的核心就是政府人力资源管理。随着我国国家行政机构的日益庞大,公共事务日趋复杂,传统的以人事管理为核心的政府人力资源管理体系已无法应对政府行政管理业务的专业化和复杂化,而我国现阶段进行的从人事管理到人力资源管理的思想还没有形成有效的体系[2]。本文重点以公共行政管理中的人力资源管理入手,借鉴国外的政府行政管理理论,提出了我国政府行政人力资源管理的管理思想、组织结构、配置模式及管理方法,以期提高政府行政管理效率。
In the study of management in the western world, "'the new public management movement" greatly improves the efficiency of the government management, and the core of the "movement" is the governmental human resources management. Along with the increasingly enlargement of our country's administrative institutions, the public affairs are more complicated, thus the traditional governmental human resources management system with the core of personnel management won't meet the needs of the more standardized and complicated governmental administrative management operation. However, the changes from personnel management to human resources management in the present stage in our country are not systematic. Starting with the human resources management in the public administrative management, using the western governmental administrative management theories for reference, this paper puts forward the management ideas, organizational frameworks, collocation patterns, and management methods to our country's governmental administrative human resources management, in order to improve the efficiency of the governmental administrative management.
