美、日两国巨灾损失分担机制对我国的启示

United States and Japan's Catastrophic Loss-sharing Mechanisms' Inspiration for China

面对自然灾害,各国对巨灾损失分担机制的设计存在明显的不同,从而形成不同的结果。美、日两国在巨灾损失分担机制方面具有丰富的经验,巨灾的损失也得到了很好的弥补。他山之石,可以攻玉,本文重点对两国在自然灾害,尤其是在农业和地震灾害方面的经验进行分析,揭示其共性和成功经验,从而对我国的巨灾损失机制的设计以及相关政策建议的提出提供有益的思路。

Facing the natural disasters, there exist significant results for the countries shared the different design mechanisms. United States and Japan have wealth of experiences in the catastrophic loss-sharing mechanisms, and also have the good compensation cover the catastrophe losses. In fact, we can learn a good lesson from the USA and Japan＇ practices. This paper makes the analysis about the two countries in natural disasters, particularly in agriculture and earthquake disaster, in order to reveal their common and successful experience to deal with the catastrophic losses. The intention is to reveal the similarities and their successful practices so as to provide some useful enlightenments as to how our government can design catastrophic loss-sharing mechanisms effectively in the future.
