电子政务建设与行政管理创新互动关系探析

On the Interaction of Promoting E-Government and Innovating Administration System

国际社会的实践证明,电子政务具备改革性质,表象上是应用信息通信技术,本质上蕴涵着公共行政改革目标。本文从电子信息技术与政府组织的互动关系入手,分析了美国和中国的电子政务发展历程及其改革的本质取向,即以公民服务为宗旨,拓展政府的公共服务职能。进一步地,文章分析了我国电子政务建设的现状和发展特点,并从技术与法律相互适应的角度,提出以政府信息公开促进服务型政府建设。在此基础上,本文认为:在中国引入政府信息公开和服务理念,行政管理创新会成为一个持续的过程;以法律的方式界定政府职能,以技术的手段推进管理创新,服务型政府建设的目标会逐步实现。

International practices show that e-government is featured in its reformative role. Starting from the interaction between electronic i＇nformation technology and government institutions, this paper analyzes the status quo and characteristics of China＇s egovernment construction and its tendency. It suggests to promote service-oriented government construction by government information disclosure.
