摘要
电子政务与服务型政府的建设是互相支持的,这体现在以公民为中心的关系模式、以服务为导向的内涵模式和以流程为突破的技术模式等三个方面。文章首先分析了这三种模式中电子政务与服务型政府的契合与互动。在此基础上,本文认为,这三种模式构成了电子政务与服务型政府相契合的"三位一体"架构,互相影响,互相促进。以公民为中心的关系模式会直接影响到服务导向的内涵模式,并对政府机构、业务流程产生影响。反过来,政府职能的改变与流程的优化也会影响到公民中心地位的确立。因此,本文提出应加强这些模式的互动与调适,并使其适合中国国情。
The construction of E-Government and service-oriented government is coincided in three models of citizen orientation, service orientation and process orientation. The author firstly analyzes the interaction between e-government and service-oriented government in three models. On the basis of this, the author concludes that the three models compose the infrastructure of the combination of e-goverument and service-oriented government, which influence and promote each other. Thus, this paper suggests to integrate these models and make them suit for the national condition in China.
