基层群众自治：中国基层民主的经验与道路

Self-autonomy:Experience and Path of the Grassroots Democracy in China

基层民主的兴起是当代中国民主发展的一个亮点。本文回顾了改革开放三十年来基层群众自治的简要历程,总结了基层民主的特点与意义,并分析了目前存在的问题,提出了解决的思路。本文认为,进一步推进基层民主,应以基层群众自治为重点,妥善界定自治区域的范围与规模,科学规范自治主体和自治机构的行为,处理好基层群众自治权与政府的行政管理权、执政党的领导权之间的关系。

The rise of grass-root democracy is a highlight of contemporary China＇s democratic development. In the past 30 years＇, reform and openness, the villagers＇ self-autonomy in villages and residential autonomy in cities have strongly promoted the development of grass-root autonomy, which improves people＇s awareness and the level of their political participation, contributes to the grass-root expression of their benefit claim, benefit coordination and rights protection, and finally improves the social harmony. Without the ruling party＇s leadership, the positive grass-root participation and the institutionalization and legalization of autono- mous practice, we could not get those democratic achievements. In order to further promote grass-root democracy, it is necessa- ry to put the stress on grass-root autonomy, properly conceptualize the range and scope of autonomous regions, scientifically standardize the behaviors of autonomous agents and institutions, and correctly handle the relationships among grass-root autonomy, government administration and the ruling party＇s leadership.
