Methodological Orientation for China's Public Policy Evaluation:Towards Positivism

中国公共政策评估实践尚不成熟,而且缺乏严密的方法论指导。在借鉴先进国家政策评估理论方法的过程中,应该确立起中国公共政策评估研究的实证主义取向。借鉴吸收国外主流的政策评估方法,使本土化的公共政策评估研究和实践能够经得起方法论的检验。主流政策评估方法的核心就是社会实验,通过分离政策效果的方式对政策进行评估。在资料收集处理过程中也有许多技术,要合理选择使用。政策评估的社会实验方法主要源自西方的方法论传统,在中国亦有其适用性。

Not being built on a solid methodological ground, China＇s public policy evaluation is still far from maturation. A positivism orientation should be set up in light of embracing alien experiences. Mainstream methodology in policy evaluation should be introduced to China on a localized basis. This helps to improve the quality of domestic research and make it convincing and methodologically sound. Basically, the heart of mainstream policy evaluation methods involves social experimentation in which evaluation is processes by isolating net policy effects. There are a series of data analyzing techniques that should be utilized on a case-by-case basis.
