我国远洋航运自1961年4月创建以来，在党和政府的重视和支持下，从初建到1978年的17年间，利用国家投资和银行贷款，建立起一支相当规模的船队和“广大上青天”（广州，大连，上海，青岛，天津）五家远洋运输公司。虽然承担了部分国家外贸进出口物资的运输和特种物资的运输任务，但比对国家对自营远洋船队的要求，距离还很远。

China ocean shipping was set up in April 1961. Since its establishment, the Party and the government have paid attention and support. From the beginning of its establishment to early 1978, national investment and bank loans during the 17-year period were used to build a sizeable fleet and five ocean shipping companies (Guangzhou, Dalian, Shanghai, Qingdao and Tianjin). In 1978 the Third Plenary Session of the Eleventh Central Committee put forward the 'reform and opening-up' policy, just like a spring breeze. All walks of life appeared earth-shaking changes, the COSCO in the forefront of dealing with foreign enterprises, also showed changes even more.
