China's Grass-roots Democracy in the City and in the Countryside:Its Differences and Interaction

中国城乡基层民主的差异主要体现在民主发展的初始路径、自治主体的构成、民主差异的程度及治理结构的类型诸方面。造成这些差异的主要原因在于它们蕴生于不同的经济社会文化环境和发展程度不同的经济社会文化背景。正是由于这些差异的存在,使得城乡基层民主的互动成为可能。从已有的实践看,城市社区自治在很大程度上受到了村民自治的启发,主要体现在制度设计、组织设置和选举等方面。但伴随着中国社会经济的发展,城市基层民主会逐步发展出自身的要求和表现形式,而农村基层民主也会受到城市的影响从而使自己走向深入。

The differences of China's grass-roots democracy in the city and in the countryside find expression in the initial stage of development,the construction of the autonomous subject,the different degrees of democracy and the types of administration.These differences have originated from different social,cultural and economic environments but have also led to the possible interaction of grass-roots democracy between the city and the countryside.Judging from the past experience,the autonomy of the urban community is largely based on the villagers' autonomy in terms of the institutional design,the organization and the election.With the further socio-economic development of China,the grass-roots democracy in the city will gradually possess its own traits and forms under whose influence the grass-roots democracy in the countryside will also enjoy a further development.
