摘要
本文从社保项目的筹资模式讨论入手,分析了基金的特点和性质,阐述了五大社保基金中除了基本养老保险的个人账户形成的基金外,其他基金基本上都没有运用的必要和责任。
Started from discussion of fund raising modes of China＇ s social security funds, the paper analyzes characteristics and properties of these funds and gets the conclusion that for the major five funds, except the fund composed of individual accounts of basic endowment insurance, there is no need nor responsibility for investment.
