从“全面禁伐”到“分类经营”的改革——关于重庆市天保工程区的调研报告

From "a Comprehensive Felling Ban"to "Category Management"Reform and a Number of Policy Issues ——Research Reports on Natural Forest Protection Project Area in Chongqing

重庆市十年＂天保＂禁伐成效显著,林业分类经营改革又成为实现林业又好又快发展的一个新的转折点。其经验值得宣传与推广。针对改革中出现的公益林管护和补偿政策、森林采伐和管理、林权证使用和管理等问题,提出若干改革建议。

After 10 years, felling ban in Chongqing Natural Forests Protection Project has made remarkable results. Forestry classification management reform is a new turning point to achieve the fast and good development of forestry. Its experiences are in publicity and promotion. For the following problems in the reform such as public- forest management and compensation policy, forest harvest, forest tenure certification, etc, the paper gives a num- ber of proposals.
