经典理由 三级医院参与举办社区卫生服务的并不少，但很少能在社区卫生服务和三级医院之间找到最佳结合点。他们有的将社区并为三级医院的门诊、分院，丢掉了社区卫生服务的灵魂；有的只见投入，不见回报，仅仅成了三级医院的一种公益行为。

Based on the faculty and resources of his own, Daqing Oilfield General Hospital organized 21 community health service centers and 54 community health service stations. Through the two-way referral system, it made the community healthcare centers and hospitals tied together. Under the pattern of total prepaid, the division of responsibilities between the hospital and community collaboration, the establishment of the two-way system, 'Daqing model' provides a reference for the reform and construction of healthcare system.
