Study on Two-Part Pricing Scheme Based on Comparison Analysisof Capacity Mechanisms

文章通过对单一电能市场中价格风险和投资激励问题的分析,就实行容量机制的必要性进行了论证,然后通过对当前其他国家电力市场容量机制的对比研究,阐述了容量机制的优越性与局限性。最后,针对我国目前的实际情况,分析了一部制和两部制电价的弊端,提出了基于市场机制的两部制电价思路。

Through analyzing the problem of price risks and investment incentives in single electricity market, the necessity of implementing capacity mechanism is briefly demonstrated. Then, through comparison study of the capacity mechanisms of foreign markets, the advantages and limitations of capacity mechanism are also explained. At the end, based on our nation＇ s actual situation, the malpractices of traditional single and two- part pricing systems are analyzed. And the idea of two-part pricing system based on market mechanism is presented.
