中国共产党执政理念的历史考察

A Historic Review for the Ruling Ideas of the Communist Party of China

执政理念的先进与否直接决定执政党的执政能力和领导水平,影响着社会发展进程。本文对1921年至今共产党的历史做了概括分析,归纳出党执政理念演变的四个过程,历史给我们的启示是:生产关系不可凌驾于生产力之上,管理、技术、人才不可忽视;真正代表人民利益就要切实从群众的实际利益出发,执政为民,接受人民的监督;重视文化潜力,经济现代化必须有科学、民主的文化精神相配合;执政理念要与时俱进、不断完善,新的世纪,我们要以科学发展观为指导,大力建设和谐社会,就一定会实现中华民族的伟大振兴。

An advanced administrative idea determines directly the govemance capability and the art of leadership of the party in power and has a great impact on the social development. The passage made a generalization and an analysis for the history of our Party and, therefore, induced the four processes of the involvement of the ruling ideas. The history tells us that the production relations can not overtop the productive force and the management, technology and talents can not be ignored; people＇s interests can only be represented and achieved by proceeding from the masses＇ real interests, assuming power for the people and accepting the people＇s supervision; much value should be attached to cultural poten- tial and economic modernization must be combined with scientific and democratic cultural spirits; the ruling idea needs to advance with the times and be improved step by step. In the new century, we should regard scientific concept of development as our guidelines and build a harmonious society witfi great efforts ; it is sure to achieve great rejuvenation of Chinese nation.
